Tell Congress to enact a stronger ethics agenda to protect whistleblowers

Before this Act is passed, Congress must implement an effective corporate ethics agenda that incentivizes whistleblowers to report fraud. Without it, bad actors will continue to profit off of federal funds. Already, nearly $84 billion in Covid-19 relief alone has been misappropriated by potentially fraudulent loans.

Whistleblowers are the first line of defense against waste, fraud, and abuse and the most effective source for information regarding illegal activities. To ensure federal funding makes it to where it's intended, Congress must include whistleblower provisions in this Act, similar to those in the powerful Dodd-Frank Act, and pass reforms to strengthen existing programs.

So, take action today: demand Congress prioritize anti-corruption legislation and prevent further legislation from becoming another source of fraud.

The American Jobs Act will authorize over $2 trillion to rebuild infrastructure from highways and drinking water systems to the modernization of schools and federal buildings. This represents an unprecedented taxpayer investment. Before this Act is passed, Congress must implement an effective corporate ethics agenda that incentivizes whistleblowers to report fraud.

Dear Representative, I am writing today to urge you to enact stronger corporate ethics laws and ensure whistleblowers are protected and awarded for uncovering corporate fraud. Without these laws, bad actors will continue to profit off of federal funds. Already, nearly $84 billion in Covid-19 relief has been misappropriated by potentially fraudulent loans. Whistleblowers are the first line of defense against waste, fraud, and abuse, and an essential source in rooting out the misuse of taxpayer funds. However, the history of retaliation against whistleblowers has proven that stepping forward without legal protections is too risky. Whistleblowers need effective protections such as those in the Dodd-Frank and the False Claims Act which have been incredibly successful. The American Jobs Plan proposed by President Biden will authorize over $2 trillion to rebuild infrastructure from highways, bridges, ports, and drinking water systems to the modernization of schools and federal buildings. The creation of jobs will be huge, but so will the opportunities for fraud. To prevent corruption, it’s important Congress incorporates whistleblower best practices within this bill which includes whistleblower confidentiality, access to anonymous reporting, award minimums, and independent channels for reporting. By doing so, Congress will increase corporate accountability and ensure federal funding stays out of the hands of bad actors. However, this is only one of many laws that needs to be amended to include whistleblower provisions to ensure taxpayer money is being used as originally intended. During the last Congressional term, members from both parties introduced well-crafted whistleblower laws that never came to fruition. The following reforms are at the heart of an ethics agenda needed to help restore faith in government institutions and hold bad actors accountable: 1. Clarify the scope of the False Claims Act, 2. Fix the Anti-Money Laundering Act by reintroducing and passing the Senate's original version, 3. Amend the Consumer Financial Protection Bureau law to incentivize informants based on the highly successful SEC reward program, 4. Pass the Wildlife Trafficking Whistleblower Law, 5. Pass the Public Company Accounting Whistleblower Act, 6. Close loopholes in the Dodd-Frank Act and pass the Whistleblower Programs Improvement Act introduced in 2019, and 7. Approve the Antitrust Law Enforcement Reform Act.
