On June 10, 2022, the IRS published an incredibly disappointing and outrageous Annual Report, outlining the major failure of the IRS whistleblower program.

Almost exactly a year prior, Senators Charles Grassley (R-IA) and Ron Wyden (D-OR) introduced the IRS Whistleblower Program Improvement Act of 2021, a bipartisan bill that would ensure the integrity of our nation’s tax system by holding tax cheats accountable through seven important reforms to the IRS whistleblower tax program.

Since the introduction of the IRS whistleblower program in 2006, over $6 billion dollars have been collected from wealthy individuals and companies that were not in compliance with tax laws.

By closing the current tax gap, the IRS whistleblower program can bring in billions more and help the IRS stop large scale tax fraud and protect whistleblowers who report these frauds.

Whistleblowers have played a crucial effort in protecting our nation’s tax system, but it’s time to close the remaining gap. Write to your Senators and urge them to support the IRS Whistleblower Program Improvement Act of 2021 today.

Message:

Dear Senator, Due to the outrageously low numbers in the IRS Whistleblower Program Annual Report, I’m writing to you today to urge you to support the IRS Whistleblower Program Improvement Act of 2021 introduced by Senators Charles Grassley (R-IA) and Ron Wyden (D-OR) In June 2021, nearly one year ago. This bipartisan bill will ensure the integrity of our nation’s tax system by strengthening whistleblowers laws and holding tax cheats accountable. Additionally, this bipartisan IRS reform bill should be included in the Reconciliation bill currently being considered by Congress – as part of provisions that will be included in the bill to improve IRS enforcement against those evading taxes. This bill introduces seven important reforms to the IRS whistleblower tax program to provide a safer avenue for whistleblowers who wish to come forward to report evidence of tax fraud, waste, and misconduct. Already, whistleblowers have assisted the IRS in recovering over $6 billion dollars from those seeking to evade taxes. By passing this bill, more informed whistleblowers will be encouraged to step forward to assist the IRS, likely resulting in billions of additional tax dollars collected. The reforms to the IRS Whistleblower Program put forward in this bill include: 1.	Provide for De Novo Review of whistleblower decisions in Tax Court; 2.	Remove sequestration of whistleblower awards; 3.	Impose interest on whistleblower awards that are subject to significant delay; 4.	Dedicated funding for the whistleblower office; 5.	Assumption of anonymity for whistleblowers appealing to Tax Court; 6.	Clarification on deduction of attorney’s fees; and 7.	Improve annual report to provide greater information on tax evasion to the Congress and the public. Improving the tax whistleblower program is a vital part of addressing the tax gap and will help the IRS focus on recovering ill-gotten funds and protect whistleblowers.
